In 3.7.08B, I used the TAB key as Start tweak depth and radius command (instead of the default RMB). In 3.7.16A it no longer works. What's worse, none of the keyboard keys seem to work with this command. Any ideas why?

Can someone with 3.7.16A installed test this and see if it works:
Customize Navigation->set TAB (or pretty much any other key) as a shortcut for "Start tweak depth and radius". See if holding TAB (or the key you picked) enters tweaking mode and enables one to manipulate depth and radius like with the default RMB key.
